What prompts the creation of federal political institutions and how can the core of state building be unbending to create a union yet accommodate adequate grant to federal concessions of subunits? The transformation of federations is not the result of exclusivity but rather by voluntary contract.
Whether it is a federal or unitary dependency, coercion and cooperation always go together in the formation of states which includes federations. Constituents of possible federations are usually well governed and parliamentary with delivery of benefits from state formation assuring the continued existence of a federal government. Poorly governed and patrimonial subunits are immersed in unitary models for governance.
